The Bases Conversion and Development Authority (BCDA) has once again gained international acclaim, winning a 2025 Gold Quill Award of Excellence from the International Association of Business Communicators (IABC) for its 2023 Annual Report titled “One Clark.”
Out of more than 300 entries from organizations worldwide, BCDA distinguished itself by securing a spot among this year’s Gold Quill Awardees and proudly emerged as the only Philippine-based organization, and the sole state-run agency to win the prestigious Gold Quill of Excellence. This win further cements the Authority’s standing as a trailblazer in strategic communication and public sector transparency. This also marks the BCDA’s second Gold Quill Award, underscoring its consistent excellence in the field.
The award was conferred under the Publications category during the Gold Quill awarding ceremony on June 10, 2025, which also coincided with the IABC World Conference held on June 8 to 11, 2025 in Vancouver, Canada.
Organized annually for over five decades, the IABC Gold Quill Awards honor excellence in strategic communication that drives real business results. Winning entries are held to the highest global standards and selected through a rigorous peer-review process.
BCDA President and CEO Engr. Joshua M. Bingcang emphasized the significance of the award in light of the Authority’s ongoing mission and the path it has taken over the years. “This recognition from IABC affirms the years of hard work, collaboration, and purpose-driven communication that have guided our organization. The journey toward this award was shaped by our commitment to telling BCDA’s story with clarity, impact, and integrity,” Engr. Bingcang said.
“Through the ‘One Clark’ annual report, we shared not just our milestones, but the vision and values that drive us to transform former military bases into engines of inclusive growth,” he added.
The “One Clark” annual report provides a comprehensive overview of BCDA’s major accomplishments and impact in 2023. The report highlights progress on developments across BCDA’s three strategic districts within Clark: the Clark International Airport, Clark Freeport Zone, and New Clark City. Beyond infrastructure development, the report also demonstrates BCDA’s commitment to sound financial stewardship and its role in converting former military bases into thriving economic hubs.
The report stood out for its innovative design, clarity of content, and strategic approach to public communication—effectively blending data with human-centered storytelling to highlight BCDA’s role in national development.
BCDA’s annual report received positive feedback from the panel of IABC judges, with one saying that it is a very effective tool to meet purpose. “The creative application and vision for this work is applied consistently through every piece. Very well organized and easy to flow through and consume content,” it said.
With this latest international recognition, BCDA continues to lead by example in the Philippine public sector–demonstrating how transparent and effective communication can amplify the impact of government initiatives.
