SITE DEVELOPMENT OF 100- HECTARE AREA AT BATAAN TECHNOLOGY PARK, MORONG, BATAAN

Invitation to Bid for

Site Development of 100-Hectare Area At Bataan Technology Park, Morong, Bataan

 

1. The Procurement Service – Department of Budget and Management, through the General Appropriations Act of 2021 of the Bases Conversion and Development Authority intends to apply the sum of One Billion Three Hundred Six Million Three Hundred Forty Thousand Nine Hundred Thirty Seven and 3/100 Philippine Pesos (Php 1,306,340,937.03) , inclusive of all applicable fees and taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for Site Development of 100-Hectare Area at Bataan Technology Park, Morong, Bataan under Public Bidding No.21-119-5. Bids received in excess of the ABC shall be automatically rejected at bid opening.

 

2. The Bases Conversion and Development Authority through its procuring agent, Procurement Service – Department of Budget and Management now invites bids for the above Procurement Project.  Completion of the Works is required within six hundred (600) calendar days from receipt of the Notice to Proceed.  Bidders should have completed a contract similar to the Project equivalent to at least fifty percent (50%) of the ABC.  The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). For purposes of this project, similar contracts shall refer to contract involving construction of roads.

 

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

 

4. Interested bidders may obtain further information from Procurement Service – Department of Budget and Management and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.

 

5. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon payment of the applicable fee for the Bidding Documents in the amount as follows:

Participants are expected to arrive at the meeting place 30 minutes before the departure (8:30 AM)

         

Due to the current enhanced community quarantine and implementation of social distancing due to COVID-19, only one (1) representative per bidder/company will be allowed to participate in the inspection. Said representative shall present a medical certificate or a negative RT-PCR test result (test shall be taken within 72 hours prior to scheduled inspection) to certify that he/she is negative from COVID-19.

 

All participants shall strictly follow all safety and health protocols mandated within the area, and shall observe social distancing and properly wear their facemasks and/or face shield at all times during the inspection.

 

7. Bids must be duly received by the Bids and Awards Committee V (BAC V) Secretariat of the Procurement Service at the address below on or before 10:00 AM of 03 September 2021.Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

 

9. Bid opening shall be on 03 September 2021 (immediately after the deadline of submission of bids) at the given address below and/or through Google Meet via link: https://meet.google.com/oqb-ukwm-xqz. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 

 

10. The Procurement Service – Department of Budget and Management reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
