The Department of Transportation (DOTr) and the Bases Conversion and Development Authority (BCDA) announced that five out of seven firms which submitted their bid documents last December 5, are eligible for the opening, evaluation, and deliberation of the technical proposals for the Clark International Airport expansion project.

The eligible firms are China State Construction Engineering Corporation Limited, China Harbour Engineering Company Limited, Sinohydro Corporation Limited, Megawide GMR Consortium, and the consortium of Tokwing Construction Corporation and China Machinery Engineering Corporation.

The results are based on the Special Bids and Awards Committee’s (SBAC) in-depth evaluation of the qualification documents submitted by the bidders. 

The International Finance Corporation-World Bank (IFC-WB) is acting as lead transaction adviser to BCDA in the conduct of the bidding activities for the Clark International Airport expansion project.

The Public-Private Partnership Center (PPP Center) is an observer in the bidding activities for the said project.

The SBAC will evaluate starting today the minimum specifications of the technical proposals in terms of the design, engineering, and construction of the Clark International Airport new terminal building.

Bidders who will be qualified in the evaluation of the technical documents will then move on to the next phase of the bidding which is the opening and evaluation of the financial documents scheduled on December 14, 2017.

The EPC Contract will be awarded to the winning bidder on December 15, 2017. The groundbreaking ceremony for the Clark International Airport new terminal building will be held on December 20, 2017 at the Clark Civil Aviation Complex in Pampanga. The Php12.5 billion project is expected to be completed in 2020.

The Clark International Airport is envisioned to be a world-class gateway north of Manila to complement and help decongest the Ninoy Aquino International Airport (NAIA). The airport complements big-ticket projects of BCDA in the Central Luzon Region under the Build Build Build Infrastructure Program, such as the Subic-Clark Cargo Railway, and the New Clark City—a smart, green, and modern city that will rise within the Clark Special Economic Zone located at Capas and Bamban, Tarlac. The DOTr is constructing the Manila-Clark Railway to provide connectivity between the nation’s capital and Clark. Once completed, all these developments will have positive impact in ushering a more comfortable life for all Filipinos.
