PRESIDENTIAL MEDAL OF MERIT. President Benigno S. Aquino III congratulates Bases Conversion and Development Authority (BCDA) President and CEO Arnel Paciano D. Casanova after being conferred the Presidential Medal of Merit. The award was granted to those who have rendered outstanding service in the Aquino Administration. As head of the BCDA, Casanova initiated the establishment of the country’s first smart, green and disaster-resilient metropolis in the country called Clark Green City which is currently being developed. The new metropolis is located in the province of Tarlac, Central Luzon and is part of the Clark Special Economic Zone. At full development, Clark Green City will have some 1.12 million residents, 800,000 workers and contribute a gross output of approximately P1.57 trillion per year to the national economy or roughly four percent share in the county’s Gross Domestic Product (GDP). Among Casanova’s milestone accomplishments include: improving BCDA’s cash position by 132 percent to P17.6 billion by end-2015 from P7.2 billion in 2011 when he first took over the leadership of BCDA; recovering government properties worth billions of pesos—the biggest of which are the 35.5-hectare JUSMAG and 47-hectare Navy Officers' Village Association, Inc. (NOVAI) properties in Fort Bonifacio; and strengthening good governance foundations by espousing integrity, excellence, and stewardship at core of BCDA operations.
