For his exceptional achievements that bring honor to his fellow Capampangans, Bases Conversion and Development Authority (BCDA) President and Chief Executive Officer Engr. Joshua M. Bingcang was recognized by the 19th City Council of Angeles for his commitment in fostering development in Pampanga.

The Angeles City Council presented before Engr. Bingcang a copy of Sangguniang Panlungsod Resolution No. 10712, which expresses the local government unit’s “pride and welcoming” for the recent appointment of Bingcang, a home-grown talent of the city, to the top management position of BCDA.

“Engr. Bingcang has performed vital tasks that prove his commitment and love for Pampanga and the Metro Clark areas through his roles in the planning and implementation of key projects,” the resolution stated.

In his 26 years of service in the state firm, Bingcang is a prime mover in the development and completion of some of BCDA's key infrastructure projects, including the Subic-Clark-Tarlac Expressway (SCTEX), the new terminal of Clark International Airport, and New Clark City, all of which are flagship projects vital to the economic growth of Central and Northern Luzon.

"The roles performed by Engr. Bingcang are but a manifestation of his commitment to progress that also helps guarantee that Angeles City will always be considered in parallel development," added the resolution.

Bingcang received the recognition during the Sangguniang Panlungsod's 27th Regular Session on August 15, Tuesday. It was presented by Ma. Vicenta L. Vega-Cabigting, Angeles City Vice Mayor and Presiding Officer, and by the principal sponsor of the resolution, Councilor Jesus S. Sangil.

During the session, Bingcang expressed his gratitude to the city officials and sought their support for BCDA's "One Clark" vision, a bid that will further put Clark into the center of investment and development.

"We’d like to seek your support because, of course, we cannot do everything. We want your ideas and suggestions,” Bingcang said before the council.

The Angeles City Council adopted the resolution through a unanimous decision during its 18th Regular Session on June 14, 2023.

A licensed engineer and a Masters Degree holder in Business Administration from the University of the Philippines, Engr. Bingcang started his career at BCDA as a Project Development Officer. He has risen from the ranks and held various positions such as project manager and department head, until his designation as Senior Vice President of the Conversion and Development Group. In March 2023, he was appointed as acting President and CEO of the Clark International Airport Corporation, a subsidiary of the BCDA.

President Ferdinand R. Marcos, Jr. appointed Engr. Bingcang as BCDA President and CEO on June 2, 2023. He took his oath before Executive Secretary Lucas P. Bersamin four days after, on June 6 in Malacañan.
