The Bases Conversion and Development Authority (BCDA) signed over 100 residential lease agreements in Camp John Hay in Baguio City in only two months, underscoring the strong investor confidence in the state-run organization’s track record to transform spaces into sustainable and inclusive cities. 

This represents 95% of the total residential properties within Camp John Hay. BCDA said it targets to finalize and sign all residential lease contracts within March 2025. It was on January 06, 2025 when BCDA regained control of Camp John Hay, following a landmark Supreme Court ruling mandating the return of the property, including all new constructions and permanent improvements, to the state-run organization. 

Several of these residential lease agreements were signed with foreign nationals, mostly Koreans, reflecting the growing trust and confidence from the public and investors in BCDA’s expertise and track record.

“We are thrilled by the investors’ overwhelming support, trust and recognition of BCDA’s transformative power of repurposing state lands into spaces that fuel the nation’s progress. Our promise is that as we redevelop Camp John Hay, we will make sure that people and the planet are at the heart and center of our projects,” said BCDA President and Chief Executive Officer Joshua M. Bingcang.

In just two months since its recovery of the Camp John Hay property, BCDA signed over Php1 billion investments, which is expected to generate significant job and economic opportunities for the local community.

Some of the major industry players and small- and medium-enterprises that have poured in investments in Camp John Hay are Metro Pacific Investments Corporation (MPIC) subsidiary Landco Pacific Corporation, Stern Real Estate Development Corporation, Amare La Cucina, Golfplus Management Inc. (GMI), DuckWorld Philippines, and Top Taste Trading Inc.

To make Camp John Hay more people-centric, the BCDA is in coordination with the Baguio City Government on improving jogging trails and pedestrian lanes, installing solar street lights, and establishing a smart transport system. 

BCDA is revisiting the master development plan of Camp John Hay to align it with the United Nation’s Sustainable Development Goals. Driving high-impact investments and creating more quality jobs in Camp John Hay are one of BCDA’s contributions to President Ferdinand R. Marcos Jr.’s socioeconomic agenda.
