Procurement of Services for Internet Connection 2018

The BASES CONVERSION AND DEVELOPMENT AUTHORITY (hereinafter referred to as BCDA), through BCDA’s Corporate Operating Budget for 2018 intends to apply the sum of Pesos: Two Million Forty Thousand (Php2,040,000.00) with details below:

INCLUSIVE of all applicable government taxes and service charges, being the Approved Budget for the Contract (ABC). Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.

The BCDA now invites bids for the Procurement of Services for Internet Connection for 2018. Delivery of the Goods is required within 30 calendar days from receipt of Notice to Proceed. Bidders should have five (5) years internet service provisioning experience by the date of submission and receipt of bids. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

Prospective bidders must have completed within the past three (3) years (January 2015 – January 2018), a single contract that is similar to this Project, equivalent to at least fifty percent (50%) of the ABC.

Interested bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below during Mondays to Fridays, 8:00 AM – 5:00 PM except holidays.

A complete set of Bidding Documents may be purchased by interested bidders at the BCDA Corporate Center, 2nd Floor, Bonifacio Technology Center, 31st St. corner 2nd Ave, Bonifacio Global City, Taguig City starting on 23 January 2018 until 25 February 2018 from 8:00 AM to 5:00 PM except Saturdays, Sundays and Holidays, and until 1:00 PM on 26 February 2018, upon payment of a non-refundable fee of Five Thousand Pesos (PhP5,000.00) in cash only.

Prospective bidders may also download the Bid Documents free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of BCDA (www.bcda.gov.ph) for viewing only. However, they cannot participate in the Bidding until the non-refundable fee for the Bidding Documents is paid not later than the submission of their bids. The BCDA will hold a Pre-Bid Conference at 2:00 PM on 06 February 2018, Tuesday at 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City, which shall be open to prospective bidders.
Bids must be duly received at the BCDA Central Receiving and Releasing Area (CRRA), BCDA Corporate Center, 2nd Floor, Bonifacio Technology Center, 31st St. corner 2nd Ave, Bonifacio Global City, Taguig City on or before 1:00PM of 26 February 2018, Monday. Late Bids shall not be accepted. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be at 2:00 PM on 26 February 2018, Monday, at BCDA Corporate Center, 2nd Floor, Bonifacio Technology Center, 31st St. corner 2nd Ave, Bonifacio Global City, Taguig City. Bids will be opened in the presence of the bidders or their authorized representatives.

Delivery of the GOODS shall be made by the Supplier in accordance with the terms specified in the Schedule of Requirements which is within 30 calendar days from receipt of Notice to Proceed.

BCDA reserves the right to waive minor defects in form and requirement as long as they do not affect the genuineness and authenticity of the documents submitted.

The BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
