REQUEST FOR PROPOSAL
GEORESISTIVITY STUDY FOR THE TWO (2) UNITS DEEP WELL AT WALLACE AIR STATION, SAN FERNANDO LA UNION
- The Bases Conversion and Development Authority (BCDA), through its 2020 Corporate Budget, intends to apply the sum of Four Hundred Thousand Pesos (P 400,000.00), inclusive of all applicable taxes, fees and incidental expenses, being the Approved Budge of the Contract (ABC) for the Consulting Services for the Georesistivity Study for the Two (2) Units Deep Well at Wallace Air Station, San Fernando La Union. Proposals received in excess of the ABC shall automatically be rejected.
- The consulting services shall be the be the conduct of a Georesistivity Study inside the Wallace Air Station to determine the exact location for the Two-units Deep Well Pumps, water level/condition and the design of the piping network that will connect the deep well to the existing water tanks.
(Please refer to the Terms of Reference (TOR) for the detailed objectives of the study and responsibilities and deliverables of the Consultant)
- The following report shall be submitted by the winning consultant within the stipulated:
- The Consultant shall submit their schedule and methodology in the conduct of the georesistivity study within five (5) days upon issuance of Notice of Award
- The Consultant shall conduct the study within seven (7) days upon issuance of the Notice of Award
- The Consultant shall submit the comprehensive report after forty (40) days upon issuance of the Notice to Proceed
Each submission of report shall be covered by a transmittal letter indicating the summary of documents being transmitted.
- The BCDA shall draw up a list of consultants from those who have submitted their Request for Proposal, in accordance with the provision of the revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (R.A. 9184).
- The consultant must possess the minimum qualifications:
- The Consultant should have at least two (2) years of experience in conducting Georesistivity Study.
- The Team Leader to be assigned to the project should be a Geologist, with valid accreditation/s and should have handled a minimum of five (5) similar projects.
Note: Similar projects are projects related to Georesistivity Study
- BCDA shall evaluate the proposals using Quality-Based Evaluation (QBE)procedure. The Proponent shall be required to submit the Technical and Financial Proposals simultaneously in a separate sealed envelope.
The criteria and rating system for the selection of the Consultant are as follows:

The contract shall be awarded to the Highest Rated Proposal.
- In addition to the proposal, the Consultant is required to submit the following documents to serve as basis for the technical evaluation by BCDA as described in Annex H of the Revised IRR or RA 9184 under “Appendix A: Documentary Requirement of Alternative Methods of Procurement”:
- Valid and Current Mayor’s Business Permit (city or municipal)/Municipal License
- 2019 Income/Business Tax Return
- PhilGEPS Registration Number
- Curriculum Vitae of the Firm (Company Profile)
- Curriculum Vitae of the Team Leader
- Omnibus Sworn Statement

- The BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder/s.
- BCDA reserves the right to review other relevant information affecting the proponent or the proposal before the approval of the contract. Should such review uncover any misrepresentation made in the proposal documents, or any change in the situation of the proponent which affects the substance of the proposals, BCDA may disqualify the proponent from obtaining the award.
