DETAILED ENGINEERING DESIGN FOR THE STREETLIGHTING SYSTEM AND PAVEMENT MARKINGS ALONG MCKINLEY PARKWAYS, BONIFACIO GLOBAL CITY, TAGUIG CITY

1. The Bases Conversion and Development Authority (BCDA), through its 2021 Corporate Budget, intends to apply the sum of Nine Hundred Fifty Thousand Pesos (Php950,000.00), inclusive of all applicable taxes, fees and incidental expenses, being the Approved Budge of the Contract (ABC) for the Consulting Services for the Detailed Engineering Design for the Streetlighting System and Pavement Markings Along McKinley Parkways, Bonifacio Global City, Taguig City. Proposals received in excess of the ABC shall automatically be rejected.
2. The consulting services shall cover the Detailed Engineering Design for the Streetlighting System and Pavement Markings along McKinley Parkways, Bonifacio Global City, Taguig City.
(Please refer to the Terms of Reference (TOR) for the detailed objectives of the study and responsibilities and deliverables of the Consultant)
3. The consultant must possess the following minimum qualifications:
a. Must be a reputable firm with at least five (5) years of business operation in Detailed Engineering Design
b. Should have at least three (3) completed Detailed Engineering Design Projects.
c. Should be composed of the following key personnel with the following minimum qualifications:

4. In addition to the proposal, the Consultant shall submit the following documents to serve as basis for the technical evaluation by the BCDA as described in Annex H of the Revised IRR or RA 9184 under “Appendix A: Documentary Requirement of Alternative Methods of Procurement”:
a. Valid and Current Mayor’s Business Permit (city or municipal)/Municipal License
b. 2020 Income/Business Tax Return
c. PhilGEPS Registration Number
d. Curriculum Vitae of the Firm (Company Profile)
e. Curriculum Vitae of the Key Personnel
f. Omnibus Sworn Statement
(Please use attached format for the CV of the Firm, CV of the Team Leader and Omnibus Sworn Statement)
5. The BCDA shall draw up a list of consultants from those who have submitted their proposals, in accordance with the provision of the revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (R.A. 9184).
6. The BCDA shall evaluate the submitted proposals using Quality-Based Evaluation (QBE) procedure. The Proponent shall be required to submit the Technical and Financial Proposals simultaneously in a separate sealed envelope.
The criteria and rating system for the selection of the Consultant are as follows:

The contract shall be awarded to the Highest Rated Proposal.
7. The winning consultant shall undertake the following within the stipulated period:
a. Submit inception report within five (5) days upon issuance of the Notice of Award.
b. Conduct the consulting services within seven (7) days upon issuance of the Notice of Award.
c. Submit all the complete plans and designs after sixty (60) days upon issuance of the Notice to Proceed.
Each submission of report shall be covered by a transmittal letter indicating the summary of documents being transmitted.

8. The BCDA is inviting interested consultants to participate in the procurement and submit their proposals together with the required documents in a sealed envelope to the address below on or before 19 April 2021:

The BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder/s.
10. The BCDA reserves the right to review other relevant information affecting the proponent or the proposal before the approval of the contract. Should such review uncover any misrepresentation made in the proposal documents, or any change in the situation of the proponent which affects the substance of the proposals, BCDA may disqualify the proponent from obtaining the award.
