Rebidding for the Procurement of Consulting Services for the Construction Management and Supervision (CMS) for the Construction of the Pasig-Potrero Bridge Long-term Solution Package 1A & 1B
1. The Bases Conversion and Development Authority (BCDA), through the proposed 2026 Corporate Operating Budget, intends to apply the sum of Pesos: Two Hundred Seventy-Three Million Two Hundred Fifty-Nine Thousand Six Hundred Twenty-Seven and 34/100 (PhP273,259,627.34), inclusive of all applicable taxes, fees and incidental expenses, being the Approved Budget for the Contract (ABC) to payments under the contract for the Rebidding for the Procurement of Consulting Services for the Construction Management and Supervision (CMS) for the Construction of the Pasig-Potrero Bridge Long-term Solution Package 1A & 1B. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The BCDA now calls for the submission of short-listing documents for the Rebidding for the Procurement of Consulting Services for the Construction Management and Supervision (CMS) for the Construction of the Pasig-Potrero Bridge Long-term Solution Package 1A & 1B using the Quality-Cost Based Evaluation. Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before 26 May 2026 (Tuesday), at 12:00 NN. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
3. The BCDA will hold a Pre-Eligibility Conference on 14 May 2026, at 11:00 AM at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City and/or through video conferencing via Zoom, at

4. Interested bidders may obtain further information and inspect the Bidding Documents at the BCDA website (bcda.gov.ph/bids) or at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City on 07 May 2026, from 8:00 AM to 5:00 PM to 26 May 2026, from 8:00 AM to 9:00 AM.
5. A complete set of Bidding Documents may be acquired by interested Bidders on 07 May 2026, from 8:00 AM to 5:00 PM to 26 May 2026, from 8:00 AM to 9:00 AM from the given address below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Pesos: Twenty-Five Thousand and 00/100 (PhP 25,000.00)
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of five (5) prospective bidders who will be entitled to submit bids through manual submission. The criteria and rating system for short-listing are:

The prospective Consultant(s) must pass the required minimum score of seventy percent (70%) on each criterion to be shortlisted.
7. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
8. Bids will be evaluated using the Quality-Cost Based Evaluation (QCBE) with the Technical Proposal having an 80% weight and the Financial Proposal having a 20% weight. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
9. Short-Listing Documents must be received by the BCDA Bids and Awards Committee for Consultancy (BAC-C) at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS.
10. The contract shall be completed within 900 Calendar Days for Package 1A or until the issuance of Certificate of Completion and 630 Calendar Days for Package 1B or until the issuance of Certificate of Completion and a period for post construction and documentation.
11. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.
12. Pursuant to Section 70 of RA No. 12009, BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders. BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the documents submitted.
