PROCUREMENT FOR DIGITIZATION OF BCDA RECORDS -PHASE 4

1. The BASES CONVERSION AND DEVELOPMENT AUTHORITY (BCDA), through the 2026 Corporate Budget, intends to apply the sum of Two Million Five Hundred Thousand Pesos (P2,500,000.00), inclusive of VAT and all other applicable government taxes and fees, being the Approved Budget for the Contract (ABC) to payments under the contract for the Digitization of BCDA Records - Phase 4 with Project ID No. of BG2026-187.

Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The BCDA, through its Bids and Awards Committee for Goods, invites bids for the Digitization of BCDA Records - Phase 4. Delivery of the Goods is eight (8) months upon receipt of the Notice to Proceed (NTP). Bidders should have completed, within five (5) years prior to the date of submission and receipt of bids, a contract similar to the Project equivalent to at least 50% of the ABC. The description of an eligible bidder is contained in the Instruction to Bidders (ITB) of the Bid Documents.

3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion, pursuant to Republic Act (RA) 12009, otherwise known as the “New Government Procurement Reform Act”, and its Revised Implementing Rules and Regulations (RIRR). Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4. Interested bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below during business hours from 8:00 AM – 5:00 PM and/or at the BCDA website (https://www.bcda.gov.ph/bids).

5. A complete set of Bidding Documents may be acquired by interested Bidders at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City, starting 01 August 2026 up to 23 August 2026 from 8:00 AM to 5:00 PM except Saturdays, Sundays and Holidays, and until 9:00 AM on 24 August 2026, upon payment of an applicable fee for the bidding documents, amounting to Five Thousand Pesos (Php5,000.00), pursuant to the latest Guidelines issued by the GPPB.

The Procuring Entity shall allow the bidder to present its proof of payment for the fees in cash, manager’s check or via online fund transfer to BCDA Account.

The bidding documents may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of BCDA (www.bcda.gov.ph). Only interested bidders who purchased the Bidding Documents will be allowed to participate in the bidding.

6. BCDA will hold a Pre-Bid Conference on 10 August 2026 at 10:30 AM at the BCDA Corporate Center, 2F Bonifacio Technology Center (BTC), BGC, Taguig City and through video conferencing via zoom,

7. Bids must be duly received by the BAC Secretariat through manual submission at BCDA Corporate Center, 2/F Bonifacio Technology Center, BGC, Taguig City on or before 09:00AM, 24 August 2026 (Monday). Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the Bidding Documents.

9. Bid opening shall be held on 24 August 2026 at 10:30AM at BCDA Corporate Center, 2F Bonifacio Technology Center, BGC, Taguig City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity and via zoom,

10. The award criteria for the abovementioned procurement is Lowest Calculated Responsive Bid (LCRB), where the considerations for the award of contract are the eligibility of the bidder, the responsiveness of its bid to the technical requirements, and the lowest financial bid.

11. Prospective bidders are expected to have read the Bidding Documents, including the Technical Specifications prior to attending the Pre-Bid conference.

12. BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the documents submitted.

13 BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009, without thereby incurring any liability to the affected bidder or bidders.
