1. The BASES CONVERSION AND DEVELOPMENT AUTHORITY (BCDA), through the BCDA Corporate Operating Budget (COB), intends to apply the sum of Eleven Million Five Hundred Thousand Pesos Only (Php11,500,000.00), inclusive of all applicable taxes and fees, being the Approved Budget for the Contract (ABC) to payments under the contract for the Negotiated Procurement (2 Failed Biddings): Procurement for the Supply and Delivery of Three (3) Units Brand New Motor Vehicles.

Bidders shall have the option to submit a bid offer on any one lot or for all lots. Evaluation and contract award will be undertaken on a per-lot basis. Bids received in excess of the ABC for each lot shall be automatically rejected at the bid opening.

2. The BCDA, through its Bids and Awards Committee for Goods, now invites bids for the Negotiated Procurement (2 Failed Biddings): Procurement for the Supply and Delivery of Three (3) Units Brand New Motor Vehicles. Delivery of the Goods is required within sixty (60) calendar days from the receipt of Notice to Proceed for Lot B and one hundred twenty (120) calendar days upon receipt of Notice to Proceed (NTP) for Lot D. Bidders should have completed, within the last five (5) years prior to the date of submission and receipt of bids, a contract similar to the Project, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the bidding documents, particularly, in Section II, Instructions to Bidders.

3. Negotiated Procurement - Two Failed Bidding procedure will be conducted using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (RIRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act."

Bidding is limited to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4. Prospective Bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below during business hours from 8:00 AM – 5:00 PM and/or at the BCDA website (https://bcda.gov.ph/bids).

5. A complete set of Bidding Documents may be acquired by interested Bidders from the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City, starting from 12 November 2025 (Wednesday) to 19 November 2025 (Wednesday), except Saturdays, Sundays and Holidays, free of charge.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of BCDA (www.bcda.gov.ph).

6. BCDA will hold a Negotiation Conference on 13 November 2025 (Thursday) at 10:00 AM at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City, face-to-face and via video conferencing thru Google/Zoom Meet, which shall be open to prospective bidders. To be able to join the online Negotiation Conference, a written request shall be made/e-mailed to the BAC Secretariat by the prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City on or before 19 November 2025 (Wednesday) at 09:30 AM. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

9. Bid opening shall be on 19 November 2025 (Wednesday) at 10:00 AM at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the Bid Opening at the address mentioned in the preceding paragraph, and at the same time, via video conferencing through Google Meet.

10. Prospective bidders are expected to have read the bidding documents including the technical specifications prior to attending the Negotiation Conference.

11. Bidders shall submit the following documents in sealed envelopes, labeled as “Negotiated Procurement under Two-Failed Biddings”, with the title of the procurement project, name of the bidder, address, the contact details of the bidder, addressed to the Bids and Awards Committee for Goods (BAC-G).

A. Eligibility and Technical Documents (Technical Component)

a) Valid PhilGEPS Registration Certificate (Platinum Membership), including the Annex;

b) Statement of the prospective bidder of all its ongoing government and private contracts, including contracts awarded but not yet started, if any, whether similar or not similar in nature and complexity to the contract to be bid;

c) Statement of Bidder’s Single Largest Completed Contract (SLCC) similar to the contract to be bid;

d) Bid Security in any of the following form as prescribed under the 2016 revised IRR of RA 9184:

i. In case of cash, Manager’s Check, Bank Guarantee (2% of the ABC) or

ii. In case of Surety Bond, submit also a certification issued by the Insurance Commission or Original Copy Notarized Bid Securing Declaration (5% of the ABC) or

iii. Bid Securing Declaration.

e) Conformity with the Schedule of Requirements;

f) Conformity with the Technical Specifications;

g) Notarized Omnibus Sworn Statement (OSS) supported with Notarized Secretary’s Certificate in case of a corporation or cooperative; in case of partnership or single proprietorship, the bidder shall submit Special Power of Attorney executed by the partners or single proprietorship; whichever is applicable.

In case of Joint Venture, Special Power of Attorney shall be submitted by all members of the joint venture giving full power and authority to its officer to sign the OSS and do acts to represent the Bidder.

h) If applicable, a duly signed joint venture agreement (JVA) in case the joint venture is already in existence or duly notarized statement from all the potential joint venture partners stating that they will enter into and abide by the provisions of the JVA in the instance that the bid is successful.


B. Financial Documents (Financial Component)

i) Original of duly signed and accomplished Financial Bid Form; and

j) Original of duly signed and accomplished Price Schedule(s)

12. BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the documents submitted.

13. BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its RIRR, without thereby incurring any liability to the affected bidder or bidders.
