Invitation to a Competitive Challenge and Invitation to Apply for Eligibility and Submit a Proposal for the sixty (60)-hectare portion of the National Government Administrative Center (NGAC) in the New Clark City

INVITATION TO A COMPETATIVE CHALLENGE
 

The Bases Conversion and Development Authority (BCDA) is inviting proponents to participate in the competitive challenge for the selection of its joint venture (JV) partner in the development of a sixty (60)-hectare portion of the National Government Administrative Center (NGAC) in the New Clark City located within the Clark Special Economic Zone in the province of Tarlac, Philippines.
 

The NGAC is envisioned to house Satellite Offices of various government agencies. The future development also includes an Integrated Operations Center and Disaster Risk and Recovery Center, which shall serve as a back-up (redundancy) facility to provide continuous business and service by the National Government. It will also house sports facilities with athlete’s housing that will serve as the national training center for Philippine athletes.

INVITATION TO APPLY FOR ELIGIBILITY AND SUBMIT A PROPOSAL

The subject of the competitive challenge is the Unsolicited Proposal of MTD Capital Bhd under the 2017 Guidelines for the Privatization and Disposition of BCDA Properties — Procedures for Entering in JV Agreement with Private Entities.

Interested proponents may participate in the competitive challenge to be BCDA’s JV partner by submitting their letter of interest to BCDA and purchasing Volume 1 of the Instructions to Private Sector Participants — Eligibility Documents (Volume 1) starting November 11, 2017 at the BCDA Corporate Center, 2nd Floor, Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig, for a non-refundable fee of Five Hundred Thousand Pesos (PHP500,000.00), payable to BCDA by Manager’s Check. An electronic copy of Volume 1 is available at the BCDA’s website (www.bcda.gov.ph/bids).

A Pre-Eligibility Conference shall be held on November 23, 2017 at 10:00 AM at the BCDA Corporate Center. Submission of eligibility documents will be on December 11, 2017 at the BCDA Corporate Center.
