HELP BUILD THE FUTURE OF WATER IN NEW CLARK CITY
INVITATION FOR COMPARATIVE PROPOSALS
The Bases Conversion and Development Authority (BCDA) invites challengers to apply for eligibility and submit Comparative Proposals for the New Clark City (NCC) Water Supply and Wastewater Project (“Project”).
The Project aims to establish an efficient, modern, and sustainable water supply and wastewater facility in New Clark City that meets international standards and improves water services in NCC.
COMPARATIVE CHALLENGE INFORMATION
On 29 January 2026, BCDA received an unsolicited proposal from Korea Water Resources Corporation (“K-Water”) and Maynila Water Services, Inc. (“Maynilad”) (collectively, the “Private Proponent”) for the Project under a Joint-Venture Agreement (“JVA”) scheme in accordance with Republic Act No. 11966 or the Public-Private Partnership Code of the Philippines (“PPP Code”) and its Implementing Rules and Regulations (“IRR”). The concession period is for twenty-five (25) years subject to extension (“Concession Period”).
Following the successful detailed evaluation and negotiations between BCDA and the Private Proponent, K-Water and Maynilad were granted Original Proponent Status (OPS). The unsolicited proposal is now subject to a Comparative Challenge.
The Comparative Challenge will be a ninety (90) day, two-stage bidding process commencing from the issuance of the comparative challenge documents, wherein each challenger will first have to pre-qualify before being issued a request for comparative proposal.
The Comparative Challenge is conducted under a right-to-match mechanism, in which the Original Proponent is given the right to match or better the financial proposal of the most superior comparative proposal within thirty (30) calendar days in accordance with the Instruction to Challengers and Section 98 of the PPP Code IRR. In case the BCDA PBAC determines the financial proposal of the Original Proponent to be superior or more advantageous to the government or in case there is no challenger, the PPP Contract shall be awarded to the Original Proponent.
