Instructions to Prospective Challengers for the New Clark City (NCC) Water Supply and Wastewater PPP Project

The Bases Conversion and Development Authority (BCDA) invites prospective challengers to participate in the Comparative Challenge for the New Clark City Water Supply and Wastewater PPP Project, which involves the financing, design, construction, operation, and maintenance of water supply and wastewater infrastructure in New Clark City under a twenty-five (25)-year concession period.

These Instructions to Prospective Challengers (ITPC) set out the procedures, qualification requirements, and documentary requirements for the first stage of the Comparative Challenge. 

Prospective Challengers will be evaluated on their legal, technical, and financial qualifications before proceeding to the submission of Technical and Financial Proposals.  The Comparative Challenge shall be conducted in accordance with the PPP Code of the Philippines and its Implementing Rules and Regulations 

Interested parties may officially participate upon payment of the ₱1,000,000.00 Participation Fee in accordance with the ITPC. 

The deadline for submission of Pre-Qualification Documents is on October 20, 2026.
