Design and Build of the Camp John Hay Sports Facilities
1) The Bases Conversion and Development Authority (BCDA), through the proposed 2026 Corporate Operating Budget, intends to apply the sum of One Hundred Twenty Million (Php 120,000,000.00), inclusive of all applicable taxes and fees, being the Approved Budget for the Contract (ABC) to payments under the contract for the Design and Build of the Camp John Hay Sports Facilities. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) BCDA, now invites bids for Procurement of the Design and Build of the Camp John Hay Sports Facilities that includes the following Scope of Works:
2.1 Detailed architectural and engineering design of the whole sports facilities, including its fit-outs, the parking building, and its site development.
2.2 On-call services for the next phases of the project to answer queries regarding their designs and to do the revisions, if necessary.
2.3 Construction of all structural works for the main building of the sports facilities, including excavation, foundation, structural, and rough-in work, up to the trusses and roofing of the building.
Completion of the Works is required within 360 calendar days.
Bidders should have completed, within twenty (20) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly Section II – Instruction to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below from 21 April 2026 to 18 May 2026 from 8:00 AM to 5:00 PM and on 19 May 2026, from 8:00 AM to 9:00 AM.
5) A complete set of Bidding Documents may be acquired by interested bidders on 21 April 2026 to 18 May 2026 from 8:00 AM to 5:00 PM and on 19 May 2026, from 8:00 AM to 9:00 AM from the address below upon payment of the applicable fee for the Bidding Documents, in the amount of Fifty thousand (Php50,000).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.
6) BCDA will hold a Pre-Bid Conference on 30 April 2026 10:00 AM, at BCDA Corporate Center 2nd Floor Bonifacio Technology Center, 31st Street Corner 2nd Avenue, Crescent Parkwest Bonifacio Global City and/or through video conferencing via Zoom,

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before 19 May 2026, 9:00 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on 19 May 2026, 1:00 PM at Bases Conversion and Development Authority, BCDA Corporate Center 2nd Flr Bonifacio Technology Center, 31st Street Corner 2nd Avenue, Crescent Parkwest Bonifacio Global City and/or via Zoom,

10) For this project, the BAC will determine the Most Economical and Responsive Bid, with the financial proposal having 20% weight and the technical proposal having 80% weight, with a minimum passing score of 70%.
11) BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
