1. The Bases Conversion and Development Authority (BCDA), through the 2026 Corporate Operating Budget, intends to apply the sum of Pesos: Fourteen Million Two Hundred Twenty-Four Thousand and 00/100 (Php 14,224,000.00), inclusive of all applicable taxes and fees, being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Consulting Services for the Construction Management and Supervision (CMS) for the Construction of the Hacienda Luisita Interchange Expansion Project. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The BCDA now calls for the submission of short-listing documents for the procurement of this project using the Quality-Cost Based Evaluation. Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before 9:00 AM on 31 March 2026 (Tuesday). Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3. The BCDA will hold a Pre-Eligibility Conference at 09:00 AM on 19 March 2026 (Thursday) at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City and/or through video conferencing via Zoom, at https://tinyurl.com/Pre-eligC-HL (Meeting ID: 893 1023 8154; Passcode: 262211).

4. Interested bidders may obtain further information and inspect the Bidding Documents at the BCDA website (bcda.gov.ph/bids) or at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City from 8:00 AM to 5:00 PM, from 11 March 2026 to 9:00 AM, 28 April 2026.

5. A complete set of Bidding Documents may be acquired by interested Bidders on 11 March 2026, from 8:00 AM to 5:00 PM to 28 April March 2026, at 9:00 AM at the given address below upon payment of the applicable fee in the amount of Pesos: Twenty-Five Thousand and 00/100 (PhP 25,000.00), pursuant to the latest Guidelines issued by the GPPB,

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. Pursuant to Republic Act No. 12009 and its Implementing Rules and Regulations (IRR), the BAC shall generate a short-list of eligible consultants from those who submitted their Expressions of Interest (EOI) and required eligibility documents. The short-listed bidders shall be authorized to proceed with manual bid submission. Short-listing shall be governed by the following criteria and rating system:

Prospective Consultants are required to meet a minimum score of seventy percent (70%) across all criteria to be considered eligible for the shortlist.

7. Competitive selection shall be conducted using non-discretionary "pass/fail" criteria as prescribed in the Implementing Rules and Regulations (IRR) of RA No. 12009. Participation is restricted to Filipino citizens, sole proprietorships, cooperatives, and partnerships or organizations where at least sixty percent (60%) of the interest or outstanding capital stock belongs to Philippine citizens.

8. Bids will be evaluated using the Quality-Cost Based Evaluation (QCBE) procedure, with a weight allocation of 80% for the Technical Proposal and 20% for the Financial Proposal. Detailed criteria and the rating system are specified in the Instructions to Bidders (ITB).

9. Short-listing Documents must be submitted to the BCDA Bids and Awards Committee-Consultancy (BAC-C) at the address provided herein on or before the deadline specified in the Short-listing Data Sheet (SDS).

10. The contract shall be completed within 240 Calendar Days or until the issuance of Certificate of Completion.

11. All bids must be accompanied by a bid security in the form and amount prescribed under ITB Clause 16. Furthermore, prospective bidders must certify their current workload relative to capacity in accordance with the ITB and Technical Proposal Form (TPF) 5.

12. Pursuant to Section 70 of RA No. 12009, BCDA reserves the right to reject any or all bids, declare a failure of bidding, or decline contract award at any time prior to the award without incurring liability. BCDA also reserves the right to waive minor formal defects that do not compromise the authenticity or genuineness of the submitted documents.
