Competitive Challenge for the Joint Venture Development of the Bonifacio Capital District (BCD) - Mixed-Used Development (MUD)
Invitation to Pre-Qualify and Bid
The Bases Conversion and Development Authority (BCDA) invites all interested private sector proponents/participants (PSPs) to submit comparative proposals to enter into an unincorporated joint venture (JV) with BCDA for the financing, planning, design, development, operation, and management of the Bonifacio Capital District-Mixed Use Development (BCD-MUD) in Taguig City (the Project).
The Bonifacio Capital District Mixed-Use Development (the Property) is a 61,761 square meter (6.17-hectare) property located south of the New Senate Building, in Bonifacio Capital District (BCD) titled under the name of the Bases Conversion and Development Authority (BCDA).
The Project is a mixed-use development of the transit-oriented development area of the BCD for the Senate-DepEd station. It aims to introduce new landscapes of amenities and facilities responsive to the needs of the locators at the BCD, among which are institutional areas, residents, and commuters. Smart facilities and sustainability features may be prioritized depending on the Master Development Plan (MDP) that the PSP shall develop for the BCD Mixed-Use Development to bring out the maximum potential of the mix of land uses that will perform as a whole and will benefit from one another and to its adjacent development.
BCDA received an unsolicited JV proposal (Proposal) for the Project. Pursuant to the Guidelines for the Privatization and Disposition of BCDA Properties — Procedures for Entering in JV Agreement with Private Entities (BCDA JV Guidelines), which BCDA issued in connection with its authority to issue guidelines in the exercise of its primary mandate to dispose of government assets and properties, the Proposal was accepted on 24 January 2024, followed by a negotiation. On 26 March 2024, BCDA reached an agreement with the PSP and signed a Certificate of Successful Negotiations following the BCDA JV Guidelines. At the same time, both agreed to submit the Proposal to a competitive challenge. BCDA also found the PSP eligible to undertake the Proposal, and the latter was conferred with Original Proponent Status (OPS).
In compliance with Section 6.3 of the BCDA JV Guidelines, JVSC-BCD-MUD now wishes to subject the Proposal to competitive challenge by inviting other PSPs to submit comparative proposals.
The Present Value of all cash inflows to BCDA except replication and clearing cost, is Php16,817,713,473.47. Required undertakings by the PSP include the replication of military facilities at Php1,500,000,000.00, and budget for social preparation, and preliminary works for the Project in the amount of Php268,000,000.00.
Interested PSPs may participate in the competitive challenge to be BCDA’s JV partner by submitting their letter of interest to BCDA and purchasing the Instruction to Private Sector Participants (IPSP):
- Volume 1 - Eligibility Documents, which contain the requirements that will enable the PSPs to apply for eligibility to participate in the competitive challenge and submit their technical and financial proposals. In determining the presence or absence of eligibility documents, the non-discretionary “pass-fail” criterion shall be applied; and
- Volume 2 – Competitive Selection Documents, which details the requirements and procedures for the submission of technical and financial proposals, with the end-view of determining to whom the Project shall be awarded. BCDA reserves the right to amend or supplement this IPSP: Volume 2 at any time before the submission of the technical and financial proposals.
Volumes 1 and 2 of the IPSP will be made available beginning 28 May 2024 (Tuesday), at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street, corner 2nd Avenue Bonifacio Global City, Taguig City, upon payment of the following non-refundable fees:

Pursuant to Section 6.12 (k) of the BCDA JV Guidelines, the PSP with OPS has been granted a right to outbid. Under this right, if BCDA determines that an offer made by a comparative PSP (challenger) other than the PSP with OPS is superior or more advantageous to the government than the proposal submitted by the PSP with OPS, the latter shall be given the right to outbid the better offer of the challenger. BCDA, regardless of the results of the submission of comparative proposals, assumes no responsibility whatsoever to compensate or indemnify any PSP for expenses incurred in the preparation of the comparative proposals. Should there be an exercise of Right-to-Outbid (RTO), the schedule shall be revised to provide the required time for the exercise of the RTO.
A Pre-Qualification Conference shall be held on 07 June 2024, 10:00 AM at the BCDA Corporate Center, 2F Bonifacio Technology Center, 31st St. corner 2nd Ave., Bonifacio Global City, Taguig City 1634. The deadline for submission of Eligibility Requirements shall be on 28 June 2024, 1:00 PM at the above address.
This bidding is being administered by the BCDA Joint Venture Selection Committee (JVSC) for Bonifacio Capital District Mixed-Use Development and questions shall be addressed to the Chairperson. BCDA reserves the right to reject any or all bids, declare a failure of bidding, modify the invitation documents and the bidding documents or any aspect thereof at any time, and/or not award the contract for any reason without the need for any explanation.
