Bids

To promote the ideals of good governance, procurement reforms have been spearheaded through the enactment of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act of 2003.

Procurement of BCDA shall be governed by the provisions of R.A. 9184, its 2016 revised Implementing Rules and Regulations (IRR), and other procurement related government issuances. This involves adherence to the principles of transparency, fair and equitable competition, streamlined procurement process, system of accountability for both procurement practitioners and participating bidders, and public monitoring of the procurement process.

Competitive bidding is established as the default mode of procurement but the existence of certain procurement conditions warrants the use of alternative methods of procurement such as Limited Source Bidding; Repeat Order; Direct Contracting; Shopping; and Negotiated Procurement such as Two Failed Biddings; Emergency Cases; Take-Over of Contracts; Adjacent or Contiguous; Agency-to-Agency; Scientific, Scholarly or Artistic Work, Exclusive Technology and Media Services; Highly Technical Consultants; Defense Cooperation Agreement; Small Value Procurement; Lease of Real Property and Venue; NGO Participation, Community Participation; and United Nations Agencies, International Organizations or International Financing Institutions.  In all instances, the procuring entity shall ensure that the best value for money and most advantageous terms are obtained.

To promote transparency, all procuring entities are required to submit their Procurement Monitoring Report (PMR) to the Government Procurement Policy Board (GPPB).  The PMR shall include a list of invited observers from Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), or Professional Associations and shall cover major procurement activities specified in the Annual Procurement Plan (APP) from the holding of the pre-procurement conference to the issuance of Notice of Award and the approval of the contract. Also, the use of Philippine Government Electronic Procurement System (PhilGEPS) is also enjoined as a primary source of information on all government procurement. 

In line with efforts to improve the BCDA procurement process, BCDA has likewise adopted a Merchant Registration system.  Registration by a merchant shall entail the submission of eligibility and other required documents, which when approved shall be effective for one year and may be renewed, provided that the registration is maintained current and updated at least once a year, or more frequently when needed. The “Certificate of Registration” will enable the merchant to submit the issued certificate in “lieu” of the stated documents therein when participating in the procurement activities of BCDA.
